I think optimization should have the highest priority. I am running at 30fps with "very-low" graphic settings. My CPU is Ryzen R5 3600G @ 4,3GHz and GPU GeForce GTX 1070. 16GB DDR4 ram. My laptop doesn't differ even though it's worse.
