Spawn rates decrease in proportion to ship hull#959

This would allow a war-of-attrition playstyle where players could choose to bombard the ship and eliminate defenders instead of rushing to destroy the spawn tubes specifically.

Examples:
COG ship hull unharmed and at 9/9; spawn rate multiplied by 1 (unchanged).
COG ship was partially destroyed and hull is at 6/9 now; spawn rate multiplied by 2/3 (decreased).

Tweak the numbers further if deemed necessary but it would be really nice if the state of the ship affected spawn rates like this, even if it only existed as an optional slider for custom difficulty settings.

You can kinda do this by destroying the spawn tubes through the ship walls via explosives.
