A telescope!#940

I think a telescope would be a cool little tool we could use to scope out enemy drill ships from a far without being seen also before you say we have snipers already you get that later on in the game around tier 3 or so which is why I think the telescope should be added and besides the sniper is for dealing damage not scoping out drill ships.
