Tiered control panels#1545

The control panel per tier would get more hi-tech and explain more to you. (scaled by the drill tier)
Tier one: how it is now.
Tier two: Displays your drill’s module health and can fast travel.
Tier three: Has a radar that displays COGs near you.
Tier four: can automatically burrow, and can automatically send out drones.
